Condolence From: Joe
Condolence: JoAnn was my mentor and a dear friend.

I had the great good fortune to serve as the lone Democratic staff person for Commissioners JoAnn and Jim Pasma, from Havre, on the 1982 Redistricting Commission. We drove thousands of miles together for public hearings in all parts of the state. Jo Ann was instrumental in drawing districts that increased American Indian representation at the Montana Legislature. This became the legal precedent for all future Montana Redistricting Commissions.

Mostly I remember the laughter. JoAnn was always a pure joy to work with. She was on the ground floor of implementing the foundation of the new Montana Constitution and guaranteeing every person's vote counted equally.

After the 1982 Redistricting Plan became law. JoAnn, Jim and I went
out to celebrate over dinner. JoAnn and Jim impressed upon me there
are few political endeavors that impact our Montana political system more importantly than insuring one person, one vote is not just a democratic goal but a working reality at the voting booth. They also impressed upon me a responsibility to pass along and build on their knowledge of redistricting. JoAnn closely followed the future Commissions and always had valuable words of advice.

In the years that followed I was campaign manager for Congressman Pat Williams. JoAnn and Wes were always first to lend a hand and good advice for Pat's campaigns in Ravalli County.

Montana's a better place for JoAnn's countless good works and kindnesses.

Condolence From: Chuck Johnson
Condolence: My condolences to the family of JoAnn Woodgerd. JoAnn served the state and Montanans with great distinction. JoAnn was the state’s leading authority on election law when she worked in the Montana Secretary of State’s Office during much of the 1970s and perhaps earlier. She was always able to answer my many election-related questions as a news reporter, and I know she did the same for candidates and political parties. She was always helpful and friendly. JoAnn exemplified the very best in public service.

She was very kind to me when I became Secretary of State and was always available to provide guidance and advice.
