Claude retired one year after I was hired, and I was saddened to lose him as a mentor in the department. Claude was a true gentleman scholar, a genuinely nice man with a wide range of intellectual interests and a deep love of teaching and students. He was one of WMU's top internationalists in his time. In addition to helping found our international programs office, he started the department's international development administration program to serve the interests of students from the developing world who wished to study public administration in a way suitable to their context. Over the years, that program has graduated hundreds of students from dozens of countries all over the world. He was one of the few professors of his time who knew how to make international students feel comfortable in class, and the mutual respect between student and professor was palpable. He was a wonderful role model as professor and scholar.
